(Imposition and use of a fee on groundwater exported from public school land)

Requires the Land Commissioner to determine and impose a fee for each gallon of groundwater exported from public school land.

Requires the fee to be deposited to the credit of the groundwater export mitigation account (in the general revenue fund) to be appropriated only to the Texas Commission on Environmental Quality for the purposes of mitigating damage to nearby landowners, municipalities, and other users of groundwater caused by the export of groundwater from public school land and conducting independent scientific studies of water resources on state lands.
