Relating to the power of a groundwater conservation district to regulate the use of groundwater so as to prevent waste.

Adds “the discharge, flowing, pumping, release” (of groundwater from a groundwater reservoir to any other reservoir or geologic strata that does not contain groundwater) to the definition of “waste” of groundwater - or to any river, creek, natural watercourse, depression, pond, lake, reservoir, drain, sewer, street, highway, road, or road ditch, or onto any land other than that of the owner of the well - unless such flow or discharge is authorized by permit, rule, or order issued by the TCEQ.
Prohibits the pumping of groundwater into any other geologic strata that does not contain groundwater by defining it as waste.Accordingly, prohibits the use of groundwater for drilling, cementing, fracturing, downhole treating, or secondary recovery, or enhanced oil recovery when using groundwater.
Authorizes a Groundwater Conservation District to adopt and enforce rules that define waste to include activities or uses in addition to those included in the statutory definition of waste.
